Through the Dossier referenced in the Seeing document, the creation of the NATIONAL BIOECONOMIS PROGRAM FOR REGIONAL INNOVATION AND DEVELOPMENT is processed to contribute to strengthening the capacity of the national public sector to design a comprehensive strategy. To support the development of a bioeconomic production model that envisages the diversity of biomass and assets for industrial transformation at the regional level.
According to Article 23 of the Law on Ministries No. 22520, the MINISTRY OF SCIENCE, TECHNOLOGY AND INNOVATION (MINCYT) is among the powers of understanding in policy making and development planning. Contribute to increasing the competitiveness of the productive sector based on technology and goods and services with higher technological intensity and added value as a means of responding to priority sectoral and social problems; and understanding the formulation of policies and programs for the establishment and operation of the National Science, Technology and Innovation System established by Law No. 25,467.
Seeking compliance with such mandates through the SECRETARY FOR PLANNING AND POLICIES IN SCIENCE, TECHNOLOGY AND INNOVATION (SPYPCTEI), MINCYT has prepared a proposal for a “National Science, Technology and Innovation Plan 2030” whose purpose is to promote. Knowledge generation and management for inclusive and sustainable social and productive innovation, together with the realization of the diagnosis of the structure of the Science and Technology System.
The National Plan in question proposes a set of agendas and challenges guiding institutions, sectors, organizations and companies from the public, private and mixed sectors engaged in scientific and technological activities.
One of the identified national challenges is to promote bioeconomy and biotechnology to increase sustainable production, achieve food sovereignty, technologically diversify and scale the country’s production matrix, and increase the international competitiveness of the supply of goods and services.
To this end, it is a strategic challenge for the National State to shift its economy towards a bioeconomic productive model that underpins sustainable regional development with positive effects on the (re)positioning of productive activities, the distribution of production. benefits, environmental care and conservation, job destruction/creation dynamics and urbanization patterns.
On 14 June 2017, this Ministry signed a Framework Cooperation Agreement CONVE-2017-12130310-APN-DDYME#MCT with the then MINISTRY OF AGRICULTURE, LIVESTOCK AND FISHERY (now AGRICULTURE, LIVESTOCK AND FISHERY) and MANUFACTURING MINISTRY (now the SECRETARY). With the aim of creating an appropriate framework for cooperation, cooperation and mutual action to promote joint and coordinated projects and activities under the trajectory of bioeconomy, by strengthening the ties of cooperation between signatory organizations through the “Argentina Bioeconomy Initiative”. .
That the Agreement referred to above states among the various actions proposing its application in areas related to the deepening of scientific knowledge, the development and improvement of general-purpose technologies and the development of the bioeconomy; and the design, promotion and implementation of actions inspired by the vision of bioeconomy that enhance resources and competitive capacities in different parts of the country, in coordination with provincial governments and other regional actors – public and private. investments, income and job creation, regional development, sustainability and mitigation and climate change adaptation; Integrating and articulating various production and service sectors of bioeconomy, and thus its implementation, will contribute to the establishment of a development mode based on knowledge and technology, adding value, creating qualified employment and sustainable use of natural resources in the country.
In order to fulfill the foregoing and stated purposes, the opportunity to develop a clear and technical proposal to the National Government to elaborate the contributions of this Ministry to the originally stated Agreement and to fulfill its objectives, to create, under the orbit of SPYPCTEI, the NATIONAL BIOECONOMIS PROGRAM FOR REGIONAL INNOVATION AND DEVELOPMENT.
That the National Program in question will have an Executive Coordination led by the SPYPCTEI Owner.
The Program will have a Technical Coordination who will be responsible for, among other things, preparing and proposing a work agenda and executing the actions necessary to achieve the set objectives; organizing and coordinating general study meetings and technical groups; To express on behalf of MINCYT with national and regional, public and private organizations to align with its goals and missions.
Dr. Miguel LENGYEL is a professional with extensive experience in a given subject and has the technical capacity and suitability to perform the functions entrusted ad honorem.
The fact that this measure does not mean a budget expenditure, therefore, does not coincide with the prior intervention of the GENERAL DIRECTORATE OF THE GENERAL ADMINISTRATION of this Ministry.
That this Ministry intervenes within the authority of the GENERAL DIRECTORATE OF LEGAL AFFAIRS.
That this measure was given pursuant to the provisions and amendments of Article 23 of the Law on Ministries No. 22.520 (According to Decree No. 438/1992) and Decrees No. 07/2019 and 640/2021.
MINISTER OF SCIENCE, TECHNOLOGY AND INNOVATION;
ARTICLE 1.- To establish the REGIONAL INNOVATION AND DEVELOPMENT NATIONAL BIOECONOMIS PROGRAM within the scope of duty of the SCIENCE, TECHNOLOGY AND INNOVATION PLANNING AND POLICY SECRETARIAT of this Ministry. The specific objectives of the program are detailed in Annex I to this Decision (IF-2022-105161635-APN-SSEYP#MCT).
ARTICLE 2.- It transfers the Execution Coordination of the National Program created with the previous article to the SECRETARIAT OF SCIENCE, TECHNOLOGY AND INNOVATION PLANNING AND POLICIES of this Ministry.
ARTICLE 3.- As the Technical Coordinator of the BIOECONOMIS NATIONAL PROGRAM FOR INNOVATION AND REGIONAL DEVELOPMENT, DNI Nº 11.097.081, Dr. Appoint Miguel LENGYEL.
ARTICLE 4º.- Sign up, forward to the SECRETARIAT OF SCIENCE, TECHNOLOGY AND INNOVATION PLANNING AND POLICIES, submit to the NATIONAL OFFICIAL REGISTRY DIRECTORATE for publication and compliance, file.
